Foreign investors may submit a request to the Department of Business Development and Investment Promotion at the Ministry of Commerce and Industry (MOCI) to open a representative office for a foreign company.
Log in to the Investor Services, entering the username and password.
Choose “Foreign Companies - Open Representative Office” service from the “Printing Extracts and Certificates” list.
Read general instructions, then click on “Agree”.
Select type of certificate and number of required copies.
Enter all required details and submit your application.
Acknowledgement by the company headquarters that the company is in charge of the businesses carried out by its office in the State of Qatar.
Pay appropriate fees and print the certificate.
Download and fill out the paper form, then submit it to the Department of Business Development and Investment Promotion.
Attach the following documents:
Copy of registration certificate for company or foreign institution in its headquarters stating the commercial activity.
Decision of the company or foreign institution to open a trade representative office in the State, authorization document of the company or foreign institution abroad for the authorized director to manage the office, authorization document from the company or foreign institution for the legal representative in Qatar to finalize the procedures.
The system shall display a notification at the beginning of submitting the application on the completion of the establishment procedures in order for registration in the commercial register to be made.
All attachments shall be translated in Arabic and accredited.
After the application is submitted and accepted, a ministerial approval is issued.
Applicable fees are as follows:
Issuance of commercial register for foreign name: QR1,000.
Issuance of commercial register for contracting foreign company branches or foreign companies with business contracts with the State: QR3,000 annually.
Subscription of Chamber of Commerce for foreign establishments: QR5,000.
