Description
This services enables companies to submit a request online to apply for a license to sell and distribute publications through accredited distributors in the country, on the e-services portal of the Ministry of Culture and Sports (MCS).
Online Instructions
- Go to MCS e-services portal, and enter your username and password if you were previously registered in the National Authentication System.
- Select Organization Licenses’ Request under Publications, Audio & Visual Media Department – Licensing Section.
- Choose the Facility Type, and Activity “Sell Publications”, and fill out its respective online application form.
- Attach the following documents:
- QID copy of the license owner, partners, and responsible manager
- Trade name reservation certificate or commercial registration copy
- Signature’s authorization proof certificate in case of applying as a representative or authorized signatory
- Copy of the lease contract of the activity’s location
- Submit the application.

- For Issuing and Reissuing the License: QR5000
- For Renewing the License: QR2000
Additional Information
It takes five (5) working days to obtain the license.
