Service Description

Qatari nationals and GCC citizens may submit a request to the Development and Building Permits Section of the Technical Affairs Department at the Ministry of Municipality (MoM) to provide the landlord or authorized consultant with architectural and planning requirements and laws governing a certain plot.

Online Instructions

• Enter the homepage of the Building Permits System and click on “BP System Application” at the beginning of the main menu.
• Login to the system by entering your username, password and verification code, then click on “Login”.
• Select “Property Development Certificate” service.
• Enter QID number and cell phone number.
• Enter verification code sent via SMS to the landlord’s cell phone.
• Fill in all the required information.
• Attach the following documents:
  • Copy of title deed and copy of property layout
  • Copy of QID of landlord and applicant
• Submit the application so that the system sends an SMS to the owner to confirm “Receipt of Application Number”.

Offline Instructions

• Visit the Customer Service at the competent municipality.
• Submit all the required, above-mentioned documents.

Additional Information

• MoM clarifies on its website the process plan of the service in detail and in the form of a work plan.
• This service requires three days to be completed, excluding the procedures taken by the coordinating committee or the concerned entities.
