Request to Issue or Amend Building Permit for Small Projects (Four Villas or Less)

Service Description

Individuals, companies, institutions, government and semi-government entities may submit a request to the Development and Building Permits Section of the Technical Affairs Department at the Ministry of Municipality and Environment (MME) to issue a building permit for small projects, namely the ones consisting of four villas or less on a single plot, as well as the relevant additions of more than 100 sqm.

Online Instructions

  • Enter the homepage of the Building Permits System and click on “BP System Application” at the beginning of the main menu.
  • Login to the system by entering your username, password and verification code, then click on “Login”.
  • Attach the following documents upon submitting the application:
    • Engineering Consulting Office Authorization (architectural)
    • For individuals: Copy of QID of landlord
    • For companies: Copy of commercial permit or authorized signatory
    • For government or semi-government projects: Copy of establishment ID
    • Copy of title deed and property layout
    • Primary architectural schemes
    • Service schemes for service and requirement phase
    • Allocation letter from the Housing Department of the Ministry of Administrative Development, Labor and Social Affairs (in case the title deed is subject to the Housing System)
    • Letter from MME to the farmer or ownership certificate for maritime land
    • Approval (No Objection Letter) from the concerned entity (the Ministry of Endowments and Islamic Affairs or the National Tourism Council or others) according to the type of development
    • In case of additions and amendment: Architectural layouts, approved services and copy of previous license
    • In case of permit for addition of upper floors: Endurance Certificate
  • Attach the following documents upon final approval:
  • Pay appropriate fees and print the permit.

Additional Information

  • After filling in the application and attaching the required documents, the application is referred to the competent municipality, and the system sends an SMS to open the request.
  • In case the supervising consultant or contractor changes, new obligations and owner authorization are to be submitted along with all the required documents from the contractor or supervisor. If the construction of the building starts, a letter clarifying the accomplished work before the date of change, signed by both the old and new contractors or old and new supervisors, shall be submitted.
  • The final approval is valid for one year from the date of issuance, and in case of exceeding one year and not issuing a building permit amid the desire of the owner to resume work, the application is referred to the municipality engineer to renew the approval, provided that the planning terms have not changed.
  • Fees can also be paid and permit can be printed via the competent municipality.
  • MME clarifies on its website the process plan of the service in detail and in the form of a work plan.
  • This service requires three days the first time, two days after the first amendment and one day after the second amendment.

Fees

Applicable fees are as follows:

  • Inspection for permit request: QR100
  • Fees of special services for buildings as per each project
  • Estimate fees for building permits as per building areas
  • Insurance fees: 0.05 for every QR1,000 with a maximum of QR10,000, upon the building area, which is refundable after the issuance of the building permit certificate.
