Request Exemption of Qatari Citizen from Water and Electricity Consumption Fees

Service Description

The service allows Qatari citizens to register requests to move to a residence when renting or using a property, with the ability to submit a request for exemption from water and electricity consumption fees. 

Online Instructions

  • Fill out the application form.
  • Choose “Qatari Exemption Request” from the list of the e- services.
  • Enter the below details:
  • electricity number.
  • Qatari ID number and expiration date.
  • Phone number.
  • Email.
  • Exemption start date.
  • Specify the type of user, gender, and reason for exemption.
  • Attach copy of:
    • ID card.
    • Marriage contract.
    • Ownership certificate, rental contract or any other document.
  • Click on "Send".

Offline Instructions

  • Fill out the service request form.
  • Fill out the Exception from Payment form.
  • Attach the necessary documents.
  • Submit the form and attachment to the concerned employee.
  • Attach the below in the case of the first exemption:
    • Service Request.
    • Signature of the subscriber on Exception from Payment form.
    • If the age is less than 23 years for men, a marriage contract must be provided.
    • Status certificate for women.
    • A copy of the identity card of the owner and the tenant when renting a property.
    • Copy of the lease contract notarized by the municipality when renting a property.
    • A copy of the title deed in the event that the resident is a second owner of the property and his data has not been updated with KAHRAMAA.
  • Attach the below in the case of the second  or more exemptions:
    • Service request.
    • Signature of the subscriber on Exception from Payment form.
    • Copy of the ID card of the owner and the tenant.
    • Copy of the marriage contract.
    • Copy of the lease contract notarized by the municipality, in the event that the applicant is not the owner, or a letter from the father in the event that the property is intended for his son.
    • Copy of the title deed in the event that the resident is a second owner of the property, and his data has not been updated with KAHRAMAA.
  • Attach the below in the case that the property is allocated through the Government Housing Department and official entities:
    • Allocation book directed to KAHRAMAA.
    • Copy of the tenant's ID card.

Additional Information

  • In order for a Qatari citizen to benefit from the benefits assigned to him, he must be the user of the property. If it is proven that the property is being used by someone other than its owner and in other than the authorized cases, the property owner will bear all fees due on the property, in addition to the fine prescribed in such cases.
  • The time required to obtain the service is 5 days as a maximum.
