Request Prior Approval for External University Study at Student's Own Expense

Description

This service allows students who wish to study at a university outside the State of Qatar to obtain an official approval from the Certificates Attestation and Equivalency section for studying abroad on their own expense before commencing the study in order to ensure the equivalence of the academic certificates obtained (provided that they adhere to the text of the prior approval decision granted to them). The Ministry of Education and Higher Education (MOEHE) provides an opportunity for students to apply for prior approval electronically.

Online Instructions

  • Go to the Online Portal for Equivalency of Certificates and Prior Approval of MOEHE. 
  • Register a new user for first time login or login to the service with the username and password that was sent as a text message on your mobile phone.
  • Select the prior approval for university study at student’s own expenses.
  • Click on Create New Application.
  • Enter the required data and attach the following documents:

    - Letter of approval from the employer, but if the applicant is not working, s/he must submit a letter from the Ministry of Labour (MOL) stating that the applicant isn’t a government employee. In addition to signing a declaration that s/he does not work in the entities that are not covered by MOL letter.

    • Submit the application.

Additional Information 

  • The educational institution must be listed in one of the lists of Higher Education institutions accredited at the time. 
  • Prepare an electronic copy of all required documents, each in a separate PDF file. 
  • The applicant can continuously check the status of his request electronically by entering it directly on the service site where his application and its current status appears. 
  • The concerned department may request other documents depending on the case of each student.
  • The applicant receives a text message when sending a new application indicates the receipt of the application.
  • The applicant may receive a text message stating the existence of a clarification request, to which a response is requested. The clarification request is sent when there are missing documents, new attachments are required, or unclear attachments need to be reattached.  
  • The applicant receives a message stating the completion of the application and can download the document directly from the portal.
