This service allows companies to submit a request to the Ministry of Administrative Development, Labor, and Social Affairs (MADLSA), to obtain  the license of recruiting foreign workers for a third party, as per the provisions of Labor Law No.(14) of 2004 and its implementing ministerial decisions, and Decree No. (8) of 2005 on setting the conditions and licensing procedures for licensing workers from abroad for a third party.

Offline Instructions

  • Click on the service "License to Recruit Expatriate Workers for Third Party", after selecting the “Recruitment Department” in the "E-Services & E-Forms" page menu, on MADLSA website.
  • Download and fill out the application form and attach the following documents:
  • Copy of the QID card or passport of the license requester 
  • Copy of the establishment ID and commercial registration
  • Copy of the lease contract or the property deed used for conducting business activity
  • Copy of the bank guarantee

Additional Information

  • The licenses requester should be no less than 21 years of age and must be a Qatari citizen.
  • The license requester should not have had an office that got canceled by MADLSA.
  • The applicant should not have been involved in a dishonorable act of crime or integrity.
  • The license requester should not have been provided with a license under his/her name or one of his/her companies.
  • The license requester should have an independent office to practice the activity and must have a managing director for it.
  • The applicant should provide a bank guarantee of QR 250,000,  to be deposited in any of the trusted local banks for MADLSA, and must be valid throughout the licensing period.
