Service Description

This service allows licensed publishing houses to submit a request to obtain a license to print local books and deposit number, via the E-Services portal of the Ministry of Culture (MOC).

Online Instructions

  • Click on "Publications and Artistic Works Services" under E-Services portal available on MOC website.
  • Click on the link of "Request To Print a Local Book and Deposit Number" from the list of services.
  • Login by using your personal account on the National Authentication System (NAS, Tawtheeq). 
  • Attach the following documents:
    • A copy of author's ID card (in case of a local author)
    • A contract for printing and publishing the book (in case of an external author)
    • An electronic copy of book - Each copy is marked with its number (copy 1 - copy 2 and so on)
    • A copy of an applicant's ID card (optional)
    • Commercial registration of publishing house (optional)
    • A copy of establishment computer card (Qaid Al Munsha'a) for publishing house or government entity (optional)
    • A book cover photo (optional)
  • Submit the application.


No fees are required for this service.

Additional Information

  • Among the terms for applying for this service are as follows: 
    • Submission is available for individuals who must be Qataris.
    • Submission is available for companies in the event that the type of issue is (publisher) or through an authorized signatory (provided that the status of license must be valid).
    • Submission is available for government entities if the type of issue is (ministerial) or through an authorized signatory. 
    • Two pieces of paper book material in the form of a numbered binding with a copy of book cover shall be delivered to a concerned department within one working day.
