Service Description

The establishment can apply for secondment of a worker from his current establishment to their establishment for a period of time without the need to change the employer, where the worker after issuing the license can work full-time or part-time with the establishment submitting the request - while he is still working with his current establishment.
This process allows the new employer to submit a secondment request for a specific employee, specifying the secondment data such as the duration and type of secondment (full-time or part-time), and if the current employer approves, a secondment work permit is issued to the worker after approval from The Ministry of Labour and under its supervision.

Online Instructions

  • Open “Full-Time Secondment and Part-Time Work Permits” service, then then click on “Apply”.
  • Select “QFC, Establishment Portal, Government Entities” from the ‘Login Method’ list.
  • Log in to the National Authentication System ‘Tawtheeq’ using a smart card.
  • Enter all the required details.
  • Confirm the details and submit the application.

  • Service conditions and requirements:
    • Conditions:
      • The establishment to which the employee is seconded must be compliant to the Labour Law number 14 for the year 2004.
      • The establishment registration must be active for the establishment.
      • There is n​o ban on the establishment (the applicant).
      • The period of temporary secondment work permits shall not exceed a maximum of six months.
      • There are no other requests of the same type that are still being processed.
      • The absence of an effective previous secondment work permit for the same worker.
      • The period of the temporary secondment work permit shall not exceed the expiry date of the worker's residence.
      • The Ministry of Labour may authorize the establishment to approve secondment of his expatriate workers to another employer to work for a period that doesn't exceed six months, renewable for another similar period.
    • Requirements:
      • A smart card to verify the identity of the person authorized in the establishment to use the service through the National Authentication System “Tawtheeq”.
  • Service Submission Timings: Sunday to Thursday, from 7:00 am to 2:00 pm.

Fees

Service fee will be applicable once ministerial decree is issued.
