Four Gulf countries topped the top ten ranks in the E-Commerce Index for developing countries. Qatar, Saudi Arabia, the Sultanate of Oman and the UAE were among the most developed emerging economies, out of 152 countries.
The 10 most developed emerging countries in the E-commerce Index are categorized as high-income or upper-middle-income economies, all of which are from Asia, unlike the world's top ten.
Countries are ranked by access to secure Internet servers, reliability of postal services and infrastructure, and the segment of their population that uses the Internet and has an account with a financial institution or mobile money service provider.
